Ms. Breedlove serves as the TTA lead for VOCA Victim Compensation Administrators and primary collaborator with National Association of Crime Victim Compensation Boards. Ms. Breedlove has more than 36 years of experience in victim services. For most of her career, she held the position of director of Victims Services for the Oklahoma District Attorneys Council where she administered the state’s Crime Victims Compensation Program, Sexual Assault Examination Fund, and VOCA Assistance and Compensation grants. Ms. Breedlove has served on the Board of Directors for both National Association of Crime Victim Compensation Boards and National Association of VOCA Assistance Administrators . Ms. Breedlove has a long history of working with communities experiencing mass violence and assisted National Association of Crime Victim Compensation Boards in drafting the first ever Mass Casualty Protocol Manual for Victims Compensation Programs. She also assisted OVC with portions of The Oklahoma City Bombing After Action Report and the 9/11 After Action Report. She has served as a mentor for Administrators on VOCA compensation and assistance administration issues and has a history of improving access to grants and compensation for Native American tribes. In 2015 Ms. Breedlove was awarded the Ronald Wilson Reagan Public Policy Award for “Public Policy Leadership, Vision, and Innovation that Benefits Crime Victims.” Ms. Breedlove holds a business degree from the Western International University.
