Description of original award (Fiscal Year 2021, $598,677)
A significant finding from the Office for Victims of Crime (OVC) is that “technology, globalization, and changing demographics are driving societal change, but the victim assistance field lacks the resources to develop a comprehensive and forward-thinking strategy for serving crime victims in the 21st century.” Although there have been improvements to reach more victims of crime with the development of innovative strategies in technology, gaps remain.
The Maine Victims’ Compensation Program (MVCP) is seeking funding from the OVC FY 2021 Building State Technology Capacity grant to implement an innovative technology solution to improve access, response, and services for victims of crime. MVCP will use a subrecipient, the nonprofit organization Helping Establish Assistance Resource Team (HEART), to create and implement a technological solution called the Claim Application Management System (CAMS).
CAMS is a software package with these key elements:
Online Compensation Application - provides victims of crime the ability to submit a compensation application, expense bills, and other documents required by MVCP while
viewing the status of their application and bills and communicating with MVCP staff.
Virtual Mailbox known as vPostalBox - provides a secure and private communication channel. vPostalBox is integrated into the online compensation application and is available to any registered victim. When a victim registers for the online application, they can receive MVCP and other crime-related correspondence through vPostalBox.
Crime Report Submission – Law Enforcement personnel will have the ability to submit crime
reports, no longer relying on faxing and/or mailing.

Maine Victims’ Compensation Program (MVCP)
Claims Management System - The claims management system will allow the approval of medical, mental health, lost income, and other eligible expenses; track payments; and track the number of mental health sessions. It will speed up intake and processing of compensation applications for improved service to crime victims.
Project deliverables include:
An online compensation application for victims and representatives.
vPostalBox for electronic distribution of compensation related mail.
A claims management system for MVCP claims processing staff.
A User’s Manual for MVCP staff with instructions to implement the new technology.
A Requirements and Design Document describing the business rules and processes that MVCP staff will employ.
A business card for law enforcement personnel to share with crime victims, highlighting the online compensation application website address.
A strategic planning process, a final strategic and implementation plan, and plan execution.
A comprehensive project assessment and Final Report.
