Clackamas County Enhancing Access for Survivors

The Clackamas County Enhancing Access for Survivors 2022 (EAS22) project seeks to increase access to victim services for persons who are disabled, LEP, Deaf or hard-of-hearing, and/or blind or visually impaired crime victims with a focus on populations living with a disabling mental health and/or substance abuse conditions in Clackamas County. To this end, project partners will assess the accessibility of services provided at A Safe Place Family Justice Center (ASP-FJC), a center which houses multiple providers from nonprofit and government agencies who serve victims of domestic and sexual violence, elder abuse, stalking, and human trafficking for these populations and implement activities to improve accessibility. Clackamas Women’s Services (CWS), which has the largest presence at ASP-FJC will hire 1FTE CWS Community-Based Advocate and dedicate 1FTE Latinx Community-Based Advocate to this project (1.8FTE through this request and 0.2 from other sources) to provide direct services to the populations mentioned above. CWS will conduct a program evaluation of the project. Post-assessment, partners will provide population specific training to all CWS staff members and ASP-FJC partner agencies. CWS, as lead applicant, will also provide financial and programmatic leadership for this project. Subrecipients providing expertise and training include Bridges Oregon and Disability Rights Oregon. Bridges will also provide ASL/English interpretation. Additionally, this project includes funds to support direct services by a culturally specific provider to be determined after the assessment is complete.
