OVC’s mission is to enhance the Nation’s capacity to assist crime victims and provide leadership in changing attitudes, policies, and practices to promote justice and healing for all victims of crime. OVC achieves this mission, in part, by administering discretionary award programs supported by the federal Crime Victims Fund to develop innovative training and technical assistance, and to provide direct services to improve the overall quality of victim assistance. The purpose of the FY 2018 Enhancing Community Responses to the Opioid Crisis: Serving Our Youngest Crime Victims is to address an urgent gap in crime victim services related to the opioid epidemic and to expand upon existing or establish new programs to provide services to children and youth who are victimized as a result of the opioid crisis. The overarching goal of this program is to support children and youth who are crime victims as a result of the opioid crisis by providing direct services and support to these young victims at a community or jurisdictional level.

The New Orleans Family Recovery Collaborative (NOFRC) is a partnership between the City of New Orleans Health Department, the Mayor’s Office of Youth and Families, the Louisiana Department of Children and Family Services, and a coordinated network of community providers. NOFRC is designed to create a Recovery-Oriented System of Care (ROSC) which promotes identification of pregnant mothers with substance use disorders and provides treatment and supportive services for these mothers and their children prenatally through age 3. The program is designed to follow an infant for 3 years, both in the home and in foster care, as needed. NOFRC will: work with substance abuse providers and collateral support services to engage pregnant mothers, maintain children’s safety and welfare, and address the parent’s mental health, trauma, and domestic violence treatment needs. NOFRC will develop and implement a system of multidisciplinary trainings, screening protocols, and evidence-based interventions on children’s mental health, child development, and well-being, and the impact of substance abuse on the ability to parent.
