National Mass Violence Center: Virtual Resiliency Center

The Center provides resources to help individuals and communities recover from incidents of mass violence. Find resources on victim and social services, social connection and empowerment, health and wellness, and managing grief and trauma. The Center can also coordinate with local officials after an incident to create a community-specific resource page.

Improving Community Preparedness to Assist Victims of Mass Violence or Domestic Terrorism: Training and Technical Assistance Program

This OVC-funded project provides training, technical assistance, and support to help communities augment their existing emergency response plans to ensure they effectively include immediate and long-term protocols and strategies to support victims of mass violence and domestic terrorism. Organizations can apply for no-cost assistance, watch on-demand trainings, and view resources on topics such as family/friends assistance center planning and donation management protocol.

The Antiterrorism and Emergency Assistance Program (AEAP)

The Antiterrorism and Emergency Assistance Program (AEAP) is one resource that the Office for Victims of Crime (OVC) uses to support jurisdictions and victims that have experienced incidents of terrorism or mass violence. Following the 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma, Congress amended the 1984 Victims of Crime Act, authorizing OVC to establish an Antiterrorism Emergency Reserve (Emergency Reserve) using resources from the Crime Victims Fund (the Fund). Every year, OVC has access to up to $50 million from the Emergency Reserve that is available beyond the appropriation level for the Fund that Congress establishes annually. The OVC Director can use these Emergency Reserve funds for AEAP.

This OVC-funded initiative provides evidence-based information, training, and other resources for communities so they can effectively prepare for and respond to mass violence incidents.

Office for Victims of Crime: Antiterrorism and Emergency Assistance Program (AEAP)

OVC manages AEAP, which offers five funding streams to provide timely relief to communities affected by domestic terrorism and criminal mass violence for immediate and ongoing victim assistance services in the form of grants. Qualifying applicants include state victim assistance and compensation programs; public agencies; federally recognized Indian tribal governments; and more.

September 11th Victim Compensation Fund

The September 11th Victim Compensation Fund (VCF) provides compensation for any individual (or a personal representative of a deceased individual) who suffered physical harm or was killed as a result of the terrorist-related aircraft crashes of September 11, 2001, or the debris removal efforts that took place in the immediate aftermath of those crashes.
