OVC FY 2021 Housing Assistance Grants for Victims of Human Trafficking

The goal of this program is to provide safe, stable housing and appropriate services to victims of human trafficking.

The program will support—

  1. transitional housing, including funding for the operating expenses of a newly developed or existing transitional housing program; and
  2. short-term housing assistance, including rental or utilities payment assistance and assistance with related expenses.

Projects must also include support services designed to enable victims of human trafficking and any dependents to locate and secure permanent housing, find employment, and integrate into a community.

This program provides funding for training and technical assistance to service providers developing, strengthening, or expanding programs for victims of human trafficking. The purpose of this program is to—

  1. support OVC’s human trafficking service provider grantees and their partners in meeting award goals and objectives; and
  2. provide practitioner-driven, evidence-based training and technical assistance on delivering services to victim service providers.

OVC FY 2020 Antiterrorism and Emergency Assistance Program (AEAP) for Crime Victim Compensation and Assistance

The Antiterrorism and Emergency Assistance Program (AEAP) is a mechanism by which the Director of OVC may award supplemental crime victim compensation and assistance to respond to an act of domestic terrorism or mass criminal violence. The criminal act has to be of sufficient magnitude that the jurisdiction cannot provide needed services to victims of the incident with existing resources and it places an undue financial hardship on the jurisdiction’s ability to respond to victims of other crimes in a timely and comprehensive manner.

This is not a competitive solicitation. Only after OVC has consulted with an eligible organization can an application be submitted.

OVC is seeking applications to support crime victims and to enhance community-driven responses to the current opioid crisis. The applicants will continue to develop and activate plans to support the applicant funded under the Enhancing Community Responses to the Opioid Crisis: Serving Our Youngest Crime Victims solicitation on a national scale, to equip and support the community-based programs as they develop new initiatives or enhance existing efforts.

The purpose of this solicitation is to address an urgent gap in crime victim services related to the opioid epidemic and to expand upon existing or establish new programs to provide services to children and youth who are victimized as the result of the opioid crisis. Funding under this award will support the provision of technical assistance(e.g., through the use of webinars, publications, videos, in-service training modules, toolkits, best practice materials, and sample policies), for law enforcement agencies funded under the Law Enforcement-Based Direct Victim Services and Technical Assistance Program (LEV Program) to enhance trauma-informed, victim-centered services. Under this formula grant program, OVC will award each eligible state victim compensation program an annual grant equal to 60 percent of the amount the program awarded in state-funded victim compensation payments during the fiscal year 2 years prior to the present fiscal year, other than amounts awarded for property damage. The primary purpose of these grants is to supplement state efforts to provide financial compensation to crime victims throughout the Nation for costs resulting from crime, and to encourage victim cooperation and participation in the criminal justice system.

Under this formula grant program, OVC will award each eligible state victim assistance program an annual grant to support eligible crime victim assistance programs in that state or territory. Funds under this program shall be used by states and territories to support eligible crime victim assistance programs that provide direct services to crime victims with the following exception: states and territories may retain up to 5 percent of their total grant for administrative and training purposes.

This program is designed to develop, expand, and strengthen assistance programs for minor victims of sex trafficking. The objective in providing these services is to achieve increased safety, self-sufficiency, and well-being for minor victims of sex trafficking. This program will develop a workforce of direct victim service providers to American Indian and Alaska Native victims in hard-to-staff positions and locations. By identifying and training prospective victim service professionals in, or from, the communities to be served, tribal and Bureau of Indian Affairs’ victim service programs will be better able to fill direct victim service positions in remote Indian Country and Alaska Native locations, and in turn ensure that victims in these locations get the services they need.

The Department of Justice has a cooperative agreement with the National Center for Missing and Exploited Children (NCMEC) to track children kidnapped by their non-custodial parent and taken across international borders and to assist the left-behind parents obtain lawful custody under the Hague Convention on the Civil Aspects of Child Abduction. To assist in this effort, OVC provides funding to NCMEC to assist left-behind parents with inadequate resources in traveling abroad to participate in Hague hearings and/or accompany their children back to the United States.
