This cooperative agreement will support the development of a comprehensive guide for the crime victims’ advocacy field to increase public awareness of crime victim issues nationwide during National Crime Victims’ Rights Week in April 2023, and throughout the year, and begin preparations for 2024.

OVC's National Center for Culturally Responsive Victim Services (NCCRVS) provides dedicating training and technical assistance resources to increase access to services and compensation for crime victims that have been historically underserved, marginalized, and adversely affected by inequality, including communities of color. A non-competitive award will be issued to the newly established NCCRVS to enable the Center to offer microgrants to victim-serving organizations run by and for historically underserved communities.

The Advancing Hospital-Based Victim Services (AHVS) Initiative enhances linkages between the victim field and hospitals by promoting multidisciplinary, victim-centered, and trauma-informed approaches to providing victim services. A non-competitive award will be issued to the current AHVS training and technical assistance (TTA) provider, the Health Alliance for Violence Prevention (HAVI), to support their continued provision of TA to the four OVC-funded FY 2021 sites and the additional sites funded under the FY 2022 AHVS competitive solicitation.

This program seeks to enhance states’ use of technology for the purpose of providing improved service to crime victims (under Purpose Area 1) and to support Jabara-Heyer No HATE Act state-run hate crime reporting hotlines (under Purpose Area 2).

This project will complete and expand on the Needs Assessment surveys, interviews, analyses, and related activities that the Medical University of South Carolina (MUSC) initiated in the FY 2017 National Mass Violence Victimization Resource Center award. Activities were not completed during that award though interim/preliminary analysis was conducted on some community sites and a number or direct victims.

The individual who is awarded funding under this program will work to—

• identify barriers that prevent all victims of crime, including victims of color, from accessing and receiving compensation,
• improve support and resources for state victim compensation programs, and
• promote equity in access to and receipt of compensation funding.

The goal of this solicitation is for the award recipient to implement, manage, and sustain the iMPRoVE project for victim service providers. The iMPRoVE project provides an assessment survey tool for victim service providers to be able to measure outcomes and assess the effectiveness and quality of services provided to their clients.

Tribal applicants whose OVC FY 2022 Tribal Victim Services Set-Aside (TVSSA) Formula Program population certification was accepted have been notified via an email to the applicant primary points of contact and authorized representatives. Applicants should refer to the OVC FY 2022 TVSSA Formula Program solicitation for instructions on how to submit their application.

This program seeks to better understand the service needs of persons harmed by a justice system error or failure; develop best practices to identify these victims; determine whether services currently exist that can meet the needs of this population; and offer recommendations for appropriate service delivery, resources, partnerships, and tools.

This program is designed to improve and expand the availability of accessible victim-centered, trauma-informed services for crime victims who are disabled, Deaf, hard-of-hearing, limited English proficient, blind, and/or visually impaired.

OVC seeks applications to develop or enhance promising practices, models, and programs that offer innovative solutions to build the capacity of service providers to increase the service options and/or expand access points for victims of crime in underrepresented communities.

Under this solicitation, experienced organizations will work with OVC’s existing training and technical assistance provider to develop or enhance prevention and early intervention services based on best practices to focus on the needs of girls who are at risk or are victims of sex trafficking.

Administrative Funding Adjustment to Previously Funded FY2019 VOCA Victim Compensation.

OVC seeks to fund a national-level technical assistance project to develop, enhance, and sustain direct victim service programs within law enforcement-based systems to serve the needs and rights of all crime victims.

OVC seeks one full-time Fellow to—

• promote the Enhancing Law Enforcement Response to Victims (ELERV) strategy,
• provide training and technical assistance to agencies interested in ELERV, and
• engage with law enforcement agencies interested in improving agencywide victim response and creating in-house, law enforcement-based victim services.

OVC will award each eligible state and territory victim assistance program an annual grant to support eligible crime victim assistance programs in that state or territory. All states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands are eligible to receive an annual VOCA victim assistance formula grant. Applicants must meet the eligibility requirements specified in VOCA, 34 U.S.C. § 20103(b).

OVC will award each eligible state victim compensation program an annual grant equal to 75 percent of the amount the program awarded in state-funded victim compensation payments during the fiscal year 2 years prior to the present fiscal year, other than amounts awarded for property damage.

The goal of this solicitation is to support evidence-based models, practices, and policies that improve partnerships between the victim services field and hospitals and other medical facilities to increase support for crime victims.

This program intends to improve outcomes for children and youth who are victims of human trafficking by—

• integrating human trafficking policy and programming at the state or Tribal level; and
• enhancing coordinated, multidisciplinary, and statewide approaches to serving trafficked youth.

The purpose of this program is to develop, expand, or strengthen victim service programs for victims of human trafficking. OVC will make awards under three program purpose areas.

This program will provide funding for shelter and transitional housing and other assistance to victims of domestic violence, dating violence, sexual assault, or stalking and their companion animals.

The goal of this program is to enhance or expand the capacity of national victim service hotlines to provide crisis intervention support services using trauma-informed approaches that protect the safety and confidentiality of victims.

OVC seeks applications to establish or expand sexual assault examination programs, including sexual assault nurse examiner (SANE) and sexual assault forensic examiner (SAFE) programs.
